Assemblymember Davies Announces Bills to Governor’s Desk Sacramento –Assemblymember Laurie Davies (R-Laguna Niguel) announced that five of her bills have passed out of the legislature and are awaiting the Governor’s signature. She is tied with Assemblyman Josh Hoover as having the most bills sent to the Governor for this year’s legislative session. Three of her measures have already been signed into law.

Assemblywoman Davies stated, “This is the largest number of my bills receiving bipartisan support in the legislature. I am pleased to offer common sense reforms that help improve the everyday lives of California residents. Many of these bills came out of suggestions from constituents in my district. I welcome everyone to provide ideas for legislative solutions.” See below for a summary.

Signed into Law:

1. AB 544 – Requires all E-Bikes to have front and back lights attached to the device.

2. AB 545 – Prohibits the sale of software applications that illegally modify an electric bicycle (e-bike) to increase its maximum speed.

3. AB 1051 – Designates portions of State Route 76 in the County of San Diego as the Payómkawish Highway.

Sitting on Governor Desk:

AB 383 – This measure cleans-up various existing firearm laws to ensure students can use firearms in hunting education classes and tournaments as well as closes loophole for search warrants on individuals with domestic violence restraining orders.

2. AB 587 – Requires one of the existing three General Public Representatives on the 15-person CA Student Aid Commission to be an individual with expertise in veteranspecific educational benefits.

3. AB 424 – Establishes a requirement for DHCS to notify a complainant within ten days of receiving the complaint about a substance abuse treatment facility and again upon its resolution.

4. AB 615 – Requires applications with the California Energy Commission (CEC) for certification of power facilities and for energy storage facilities to include a specified emergency response and action plan.

5. AB 1005 – Provides education on drowning prevention and water safety practices. Expands opportunities for children and families to learn water safety and prevent drowning.
