Assemblymember Davies Announces Bill to Increase Substance Abuse Treatment Facility Transparency Signed by Governor

Sacramento – Today, Assemblymember Laurie Davies (R-Laguna Niguel) announced, in partnership with the League of California Cities, that AB 424 has been signed into law by the Governor.

“The signing of AB 424 is a tremendous win for families and patients going through substance use treatment,” said Davies. “Californians deserve effective and transparent care, especially when treating substance abuse. This law is a great step in reigning in control of our treatment facilities and standing up for patients.”

AB 424 requires the California Department of Health Care Services to acknowledge complaints about licensed alcohol or drug treatment facilities within ten days and to notify complainants of the investigation’s findings once it concludes. The bill passed through both houses of the California Legislature without a single vote in opposition.

“AB 424 is a critical step towards fixing California’s substance use disorder treatment system,” Davies added. “Bad treatment experiences should be investigated and corrected quickly. The public shouldn’t be kept in the dark as to whether or not corrective actions are being taken or if the complaint was received. This good government policy is long overdue.”

Assemblywoman Laurie Davies represents the 74th Assembly District, which includes the communities of southern Orange County, including Dana Point, Laguna Niguel, San Clemente, and San Juan Capistrano plus the communities of northern San Diego County, including Camp Pendleton, Oceanside, Vista and portions of Fallbrook.
