LAURIE’S LATEST: Honoring Our Local Veterans

I was thrilled to have the opportunity to honor noteworthy and dedicated constituents of the 74th Assembly District as part of my annual Veterans Awards event. These individuals have made a real difference in our communities through their dedication, service and passion. They represent the vibrant commitment of patriotism and values that enriches South County.

Lieutenant Colonel Carl David received the Outstanding Local Community Advocate Award. He served honorably for 20 years, from 1974 to 1994, before retiring from the United States Army. For more than three decades in Laguna Niguel, he has been a steadfast advocate for community causes, education and the welfare of military service members and their families.

An active member of The American Legion Post 281, a Life Member of the Association of the United States Army, and a 4th Degree Knight of Columbus, Carl David has dedicated countless hours to outreach and home repair projects supporting local families and seniors. He also leads efforts to strengthen parental rights, educational opportunity and community safety across South Orange County.

Amy David received the Military Spouse of the Year Award. For over two decades, Amy has exemplified the spirit of service through her volunteer work with the Association of the United States Army, both overseas and here at home. While in Germany, she helped coordinate family support efforts for deployed service members, ensuring that the spouses and children of soldiers remained cared for and connected during times of separation.

After returning to Laguna Niguel, Amy brought that same compassion to her community — leading school programs honoring veterans, organizing the Adopt-a-Family initiative and founding “Operation Angels,” a nonprofit supporting local veterans and military families. She continues her service as a volunteer with the Laguna Niguel Military Support Committee, American Legion Auxiliary Unit 281 and the Laguna Niguel Holiday Parade.

Frank McGrath received the Distinguished Retired Service Member of the Year Award. As Chair of the Laguna Niguel Military Support Committee, Frank oversees efforts to support three local military units through fundraising, outreach and morale-boosting activities. Under his leadership, the Committee has celebrated the return of the USS Stockdale — the most decorated Navy destroyer since World War II — and ensured its crew received a warm and honorable send-off upon redeployment.

McGrath also strengthened ties with the First Marine Regiment, providing vital support during their Western Pacific deployment. Through his leadership, he continues to ensure the City of Laguna Niguel proudly honors and uplifts those who serve our nation.

Gordon Pardee received the Distinguished Retired Service Member of the Year Award. Pardee has dedicated countless hours supporting local Marines and their families through hands-on service. Whether delivering Toys for Tots — and even toys for pets — with his trusty truck, or helping prepare mai tais at Dana Point festivals to raise funds for the Marine Corps League, his generosity and energy have made a lasting impact.

He also gives his time to honor those who serve, personally assisting with farewell send-offs and joyful homecomings for Marines departing for and returning from deployment. Pardee was recognized for his outstanding volunteerism, community spirit and steadfast support of our local Marines.

Finally, Lance Corporal Rowen M. Smark received the Distinguished Active Duty Service Member of the Year Award. Her exemplary performance during deployments to Okinawa and Fuji, Japan, earned her positions as Vehicle Commander and Section Leader. Her leadership and dedication have contributed significantly to the mission readiness of the 3rd Light Armored Reconnaissance Battalion, “The Wolfpack,” at Twentynine Palms in California.

Beyond her military excellence, Smark continues to serve her community through volunteerism, dedicating her time to the Second Harvest Food Bank of Orange County, Megan’s Wings, and tutoring youth through the National Honor Society, exemplifying her deep compassion and commitment to uplifting others.

Her trailblazing achievements, integrity and leadership have paved the way for future generations of women in the Marine Corps, inspiring those who follow to serve with the same courage, dedication and excellence.

I am inspired how the work of these individuals shows young people what is possible by being a shining example of loyalty to preserving our nation’s freedom and success. I am proud to recognize their achievements and the lasting impact they have had on so many lives. 

Laurie Davies is a small business owner and former mayor who was elected to the State Assembly in 2020 and reelected in 2022 and 2024. She represents the 74th Assembly District, which includes San Clemente, Dana Point, Laguna Niguel and San Juan Capistrano in South Orange County — down through Camp Pendleton, and Oceanside, Vista and part of Fallbrook in North San Diego County.
