Subject: Additional Assistance for the City of San Clemente during State of Emergency Dear Governor Newsom:
Thank you for proclaiming a state of emergency to support storm response and relief efforts in Orange County. I represent the residents in the Southern part of Orange County where significant emergencies exist. In the City of San Clemente, approximately 20 residences in four structures have been deemed uninhabitable by the Orange County Fire Authority and landslides in Dana Point blocked Pacific Coast Highway. Continued Coastal erosion mixed with heavy rains are likely responsible, and forecasters say there is more rain on the way.
In addition to the loss of residences, I am concerned that in the near future the location of these homes – above the LOSSAN 351-mile corridor – could pose a risk. This corridor travels through a six-county region in Southern California and is the second busiest intercity passenger rail corridor in the United States, as well as the busiest State-supported Amtrak route. Metrolink, Coaster, and Burlington Northern Santa Fe also use portions of the corridor with both commuter and freight rail services. The rail corridor is also designated as part of the federal Strategic Rail Corridor Network, which consists of key railroad lines vital to national defense. This corridor is a critical alternative to car and truck travel on adjacent freeways.
The City of San Clemente is rightfully worried about the risk of looting, unauthorized occupation and the risk for future slides. They are looking for emergency relief for 24-hr. security, fencing, cliff stabilization, and debris clean-up by the tracks. Any additional assistance from the State is much needed.
